Costco has formally applied to build a warehouse store at the northwest corner of Idaho 55 and Hill Rd, on the Eagle/Boise border, near the Eagle Bike Park. The submittal includes a 166,000-sq-ft store, 912 parking spaces, and a fuel station on a former gravel quarry site.

Where it would go & why they chose this spot

Plans show the primary entrance from a new roundabout on Hill Rd, with a second roundabout proposed at Horseshoe Bend Rd & Hill Rd, plus two right-in/right-out access points with accel/decel lanes to keep traffic moving. A traffic study estimates 6,985 new vehicle trips at build-out in 2027. The location sits near the Idaho State Veterans Cemetery and would serve fast-growing areas like Dry Creek Ranch, Avimor, and NW Boise, while shortening the trip for Valley County and Horseshoe Bend residents who currently drive to North Meridian. To proceed, the property must be rezoned from mixed-use to commercial by the City of Eagle.

How this fits the bigger Treasure Valley picture

If approved, Eagle would be part of a growing regional footprint. The Boise metro currently has three open Costcos (Boise/Cole Rd., Nampa, and N. Meridian), with a separate South Meridian location also working through approvals—Eagle would mark a fifth area site in that context. Costco held ~9.7% of Boise’s grocery sales (2022), underscoring why siting decisions matter to both shoppers and nearby small businesses.
